Hello everyone,
I received this message, but wasn't sure where/how to reply. I regret that I will be unable to take up this position as it must be held by someone fluently bilingual, and ideally living in the riding (I live in Wpg Centre). In 2008 I was involved with the Department of Culture (http://department-of-culture-winnipeg.blogspot.com/), but while we helped averting CPC capture of Winnipeg South Centre, we were useless in St. B for lack of personal connections in the area, and worse, because none of us were competent French speakers.

I don't know how much this message helps, but I do want to share this experience.
