New Campaign for Political Change?

Although Catch 22 did not achieve what was hoped for,  I believe that this site should carry on but with a slightly different agenda (and name) - electoral reform where a party can not hold a majority government unless they also receive more than 50% of the total votes.  It is time for reform!  It has always bothered me that a party can form a majority when they truly do not represent the majority of Canadians.  This issue is not just at the federal level but also at the provincial level as well.

Should a political party be allowed to form a majority if they have the majority of the popular vote but not the majority of seats?

I believe both criteria should be met.  Otherwise a formula should be used to calculate the percentage of  "power" each party has.  IMO
