I wouldn't read too much into election timing from this since the Liberals were already shopping around for a plane since Profess-Air, their 2008 campaign plane went out of service along with Stephan Dion. Jane Taber does, however, get a range of opinions and looks at some of the factors which will determine when the next writ is dropped. 

In any case, the Catch 22 strategy is to communicate with voters in the target ridings before the next election is called. The reason for that is to develop credibility while effectively getting our message across without having to compete with the political parties who will be saturating mailboxes and the airwaves once an election is called.

Be that as it may, August has occasionally served as the window of opportunity for past cabinet shuffles that rearrange the ministerial team before Parliament returns in the fall. And, it’s worth noting that Mr. Flaherty is the only Conservative MP to stay in the same cabinet post since the government was formed in early 2006.
